The Mayor Elect of the Borough of Canton Pennsylvania, in Bradford county, has been arrested for several charges stemming from an incident where a drone was used to view naked women in their houses.
Shawn M. Packard was arrested Thursday 12-18-25 by the very same police department he will be overseeing in 2026. Packard allegedly used a drone to intentionally invade the privacy of his neighbors, even during private moments. The victim claims Packard has flew drones close to his house to look in windows, and has been on the property several times despite being warned to stay off. In one such incident, the victims girlfriend noticed a drone looking in the window after she got out of the shower and was completely naked.
Packard was charged by Chief of Police Jack Strozyk with misdemeanors of criminal trespass, invasion of privacy and disorderly conduct, and a summary charge of harassment.
According to police, the victim claimed he has noticed footprints in the snow that lead to his property from Packard’s residence. The victim claimed he repeatedly warned Packard, but the intrusions didnt’ stop, in fact they got worse.
The victim told police that Packard also flew a drone around his property “all of the time” and recently began flying it at the height of his windows and hovering.
The victim detailed a recent alleged incident in which his girlfriend was walking through the home naked after a shower and a drone was seen outside the dining room window hovering. The victim told police the drone returned to Packard’s residence after it was spotted.
Packard told the media he plans to fight the charges against him and believes the situation is a “railroad job” that is political in nature. He believes everyone is against him, including the borough council and police chief.
Packard then mentioned ridiculous gossip, the type you’d hear at the Thursday night bingo games in the Shady acres trailer park. He claims there is a rumor that he’s going to fire Strozyk when he is sworn in as mayor, but claims this isn’t true. Sounds like the kind of gossip that belongs in a trash can.
After uploading videos of animal abuse, Packard still won the general election for mayor in November as the only candidate on the ballot. That’s the best person they can find to run that worthless Canton Borough.
Packard is scheduled to appear in court on Dec. 31 for a preliminary hearing. Don’t let him around your dogs when he has wine.
